Open the file with notepad, or any plain-text editor, and then add in the the following text: After you create it, simply click on a blank space in the folder. Right-click inside the folder, select 'new', and then select 'Text document'. Important: The name you give this folder will be the name of the resource pack, and Minecraft will display the name in the resource packs menu. Inside the resourcepacks folder, create a new folder.
This should take you to C:\Users\-username-\AppData\Roaming\.minecraft. There are several ways to do it, but the easiest way is to hit Win+R, and type minecraft folder, where all of Minecraft's assets are stored.
